My mechanic says it looks like the "pressure" side of the turbo is leaking. I'm guessing that's the exhaust side?
Does anyone have a turbo for a 98 V70R laying around they want to sell? And maybe some install advice? Lol.

There a crap ton of oil everywhere. Also said there is oil around all the clamps on the pressure side of the turbo also.
What would oil in the intercooler and charge pipes indicate?

Oil in the Intercooler and Charge pipes indicates leaking oil seals in the Turbo.
It might not be so bad you need a new turbo. It might be just a little seal seeping and what you are seeing has accumulated over a long period of time. I would clean up the Oil and keep an eye on it.
Unless there is some other compelling fact you left out.
Do you have high oil consumption?
Blue smoke out the tail pipe?
