‘04 V70R P0234 & other stuff

So after replacing the coil wires that the mechanic thought liquid tape would sufficiently address the crumbling insulation, I have a car without P030X codes and idles/runs properly. Of course that means I could finally notice the others issues:

1. P0234 code (generic - wasn’t there before). The car at best feels like my old ‘01 V70 T5 but is likely slower/worse than that. Doesn’t feel like I’m getting only minimal boost. Response is NOTHING like it was before the $6500 repair work. Also does not seem like the trans is shifting like it used to. I can hear a hiss when I start it up so I’m hoping it’s a disconnected vacuum line but would that cause both those issues?

2. Steering feels like the power assist is coming and going. In a parking lot at slow speed it can feel like it’s almost manual steering and then suddenly it becomes easy like you’d expect. Could a vacuum leak also cause this issue? Could the same vacuum leak cause both issues? For that money the engine was about 1/2 apart. Had 1 busted exhaust manifold bolt and another completely missing resulting in what I thought was a lifter issue because of the loud ticking sound when I would start it but then would fade out by 5 minutes. They took off the head to get the sheared bolt out & had it inspected and machined (small warp). In order to do so they pulled the right side axle, transfer case, and turbo...so obviously lots of 2004 wires and hoses got moved around a lot. Are there any connections that I can be directed to look for that might be the issue?

For the pump, if you keep the revs higher in Neutral, does the steering feels lighter ? Assuming the car is idling correctly close to 750rpm or so, that would possibly mean worn pump.

While maintaining a consistent rpm the power assist comes and goes. Now that I’m thing about it, I better check the fluid level. I’m betting he had it all apart in order to remove the head (also did the timing belt/water pump service) and perhaps did not top it off. I would expect the pump would just fail, not fluctuate as it is.

So the CEL is gone and the turbo SEEMS to giving nearly appropriate boost (that is like it used to be) but it sounds like the blow off valve is allowing some of it out while on it & I can hear something like blowing bubbles through a straw when I let off the throttle. I’m thinking the solenoid may be ythe issue.
The hissing sound I mentioned in the OP is actually the power steering pump, so there is a chance the pump is going. Can it be replaced with a V70/V70 T5 pump or does the R require a special pump as well?
