I have it so close but I cannot figure the timing out. I think im going to have to open the top back up and adjust the cams

Not if you didn’t remove the cam hubs from the cams.

So I don't encounter a similar situation, you re-installed the cams, or the repair shop put the cams back in the head?
And after the cams were installed, is the standard technique to rotate each to actuate the valves to take any slop out?
I'm not sure I would have understood that the VVT setup needs to be "exercised" and then set to it's timing mark, but last time I did serious mx work I had a dwell meter, feeler gauge & timing light - it that tells you anything.

I put the cams in. I've done everything myself. No shops. Too costly.
And I am not a hundred percent sure. I've never done this before and have not watched someone set the cams. I have my marks aligned but still something off

Try this
Get the marks aligned
Now take off the timing belt
Turn your exhaust cam 1/4 clockwise, then turn it back to the mark
Put your timing belt back on
Turn crank over twice and check that marks are aligned with one tooth

When I'm turning the exhaust cam I can feel it feels like its turning over and it takes a little force is that okay? Anything else I should be aware of trying to start the car when its too out of time to start? Im only letting it crank once or twice. You can hear it not sounding like it'll turn over as soon as I try and start

Yes, you are compressing and opening valves when you do this.
Always do the timing mark check before you try the key, turning the engine over by hand
