Either the wiring was cut for some reason, or moving the seat around caused it to cut. The cut looks almost too clean for the seat to rub through it, so I'm thinking it was cut by a previous owner, plus I can't find the wiring from the SIPS only from the plug on the front of the seat going back towards the SIPS.
Is the SIPS hardwired from it down to the plug on the seat, or is there a harness that runs down from it to the seat that can just be unplugged and replaced? I've looked through the wiring diagram, and see the wiring running from the SRS module to connector 54/24 (under the driver's seat) and then to 8/51 (the driver's seat SIPS), but I can't tell from the diagrams if the SIPS has a connector on it that unplugs.

replace the length of wire, i wouldnt attempt to re-solder it. Not sure why PO would cut it but i wouldnt be surprised, ive seen some very odd things done by the PO of my car.
Im 99% sure the SIPS in the seat is hard wired and taking the seat apart is a royal pain. The SIPS on the seat belt tensioner is a removable plug.

I can't even find the wiring coming from the SIPS, just the cut brown and blue wires coming from the plug on the front of the seat routing to the back. That why I was wondering if there was a harness between the SIPS and the seat. If it's hardwired from the SIPS, then I'm not sure what happened to the rest of the wiring.

Is the SIPS still present? Perhaps it activated and was removed.
I've not looked at mine and just read an old TSB that all the airbags are car life time and do not have to be replaced after 10 years (or so) - unless they are activated!
Be very careful working on airbags to avoid explosive activation. I do not know if they can 'fire' even when disconnected. Be sure to check with an expert.

I'm assuming it's still in the seat. If it did go off, wouldn't it rip the side of the seat apart? The seat has no rips or tears in it anywhere, and doesn't look like the seat has ever been replaced.
