At some stage the intake CVVT hub has either been removed and put back together with the wrong reference or is now faulty.
As the cam sensor is on the intake cam this seems the most logical explanation.

First - don't get caught up with when the CEL comes on. I was under the impression it came on after two regular driving sessions, but another forum member stated it is more complicated. The program looks for certain parameters to be met (I believe twice) for the CEL to be triggered if there is a problem. This does not apply to hard fail instances. Regardless you have a problem.
Now based on what Abscate is stating your timing is off - if you are up for it you could try throwing out a "proper" timing and just mark the belt and cams and move everything over one tooth - if it doesn't work go the other way (two teeth - extra to compensate for the one tooth you already moved) and see if that corrects the issue.
The preload is tricky for many. I had a shop do it three times and fail (they actually accused me of going in and changing it on them) - finally I brought it to a Volvo only shop and the tech set it straight first try ($450 later - which I had the original shop reimburse me). Usually I do it myself, but I had no time it was 20 below that week and my daughter needed the car. I find it easiest to mark the cam cover with nail polish - both sides of travel, but you cannot do that at this point, and then when I set the belt it is in the right spot.
