For your information, the top 5 states or territories yesterday in growth rate (the worst containment) are: North Dakota (0.142) with 31,261 cases, Minnesota (0.141) with 121,090 cases, Tennessee (0.141) with 226,139 cases, New Hampshire (0.124) with 9625 cases, and South Dakota (0.110) with 32,611 cases. All states have reopened to various levels. Many states have now paused or reversed opening actions. North Dakota has been in top 5 list for 72 of last 108 days. Minnesota has been in top 5 list for 52 of last 73 days. Tennessee has been in top 5 list for 8 of last 23 days. New Hampshire has been in top 5 list for 25 of last 48 days. South Dakota has been in top 5 list for 26 of last 57 days.

A column on the right shows the current growth rate divided by the 5 day moving average. No areas were over 2.0 yesterday (red highlight). Delaware and Tennessee were over 1.5 yesterday (yellow highlight). This column is an early warning of increasing cases beyond day to day noise.

My calculated growth rate for USA is 0.0203 for yesterday, down from previous day of 0.0268. This is not population or case number weighted.

All states have reopened to various levels. Many states have now paused or reversed opening actions. Louisiana has been in top 5 list for 4 of last 8 days. I have attached a graph for the US average growth rate for the period of March 3 to October 22, 2020. After very high growth rates early in March, rates declined gradually to a low rate. Then, from late June, growth rates doubled by the middle of July. Then until early September, the growth rate declined to the lowest levels we have seen. Since that time, US average rates have climbed again.

Since this is an average for all of the US, some states are still much higher than the average. The worst states have growth rates about 5 times the US average, while the best performing states have growth rates about one fifth of the US average. You can easily see the weekly cycles in the last couple of months. Sunday new cases are usually lower and then new cases climb during the week to typically peak on Friday.

Top 5 states by total number of cases: Texas, California, Florida, New York, and Illinois.

Top 5 states by new cases: Illinois,Texas, Florida, Wisconsin, and Michigan.

Top 5 states by total number of deaths: New York, Texas, California, Florida, and New Jersey.

Top 5 states by new deaths: Florida,Texas, Illinois, Georgia, and Virginia.

Top 5 states by total number of active cases: Oregon, Puerto Rico, California, Florida, and Arizona.

Top 5 states by total number of cases per million population: North Dakota, South Dakota, Mississippi, Louisiana, and Alabama.

Top 5 states by total number of deaths per million population: New Jersey, New York, Massachusetts, Connecticut, and Louisiana.

By this ranking (on October 24) the Covid-19 misery index rank is: Florida listed 5 times, Texas 4 times, California 3 times, Illinois 3 times, New York 3 times, and North Dakota, New Jersey, and Louisiana were all listed twice.
