High and variable fuel pressure

On 2001 V70 T5 with 199,950 miles, I have had rough start problems lately. It will start but run rough, RPM surges from 800 to 1500 and then settles down to normal idle after a few minutes. This rough start occurs more with cold start. To investigate, I connected a pressure gauge to the fuel rail. When running rough, the fuel pressure is about 57 to 60 PSI bouncing in time to the engine surging.
I have codes for misfire - ECM-3503,3523,3543, and 3553. I have a long term evap code of ECM-4010.
My research shows the fuel pressure should be about 54 PSI and steady. The fuel pump and filter were changed about 10,000 miles ago. This car has the plastic fuel tank.
Checking posts here, this all points to Pump Electronic Module (PEM). There is some uncertainty about if the 2001 has the PEM or if the PEM is different for the plastic and metal tanks.
Your advice please?

Im pretty sure the 2001 does not have a PEM - and that pressure is too high.

Have a peek in volvo web store with your VIN entered to see if you can find the fuel pump driver parts.

55-60psi on turbo is fine. It can't be perfectly steady. May try a spare MAF (just to test) ? Or just disconnecting see
