70 series header/ crash panel removal procedure anyone?

Hello all,

I've searched around for an answer, and there seems to be no clear answer. How do I replace the panel in which the headlights mount, without pulling the bumper?

I don't have vida, so I'm out of luck there. The one I pulled from a c70 seemed easy as the front bumper was already gone. But it seems like there should be a was to do it, without pulling the bumper. I'm working on an XC 70, which seems to have a little more room between the bumper, and the panel.
