Passenger side wiper arm question

Though I don't get to use them much, I have always noticed that my passenger side wiper arm seem to stick up unusually high in my line of site above the front hood line. Annoyingly so. In fact it makes a little bit of contact with the under side edge of the hood when it is in its down position. I noticed today that if I push down on the arm I get about 8 - 10 mm play where it makes contact with the hood due to the arm pivoting on the spindle shaft. Almost like a ball joint. The drivers side doesn't seem to have any play or problems in that way. When the arm is pushed down it clears the hood, so is there a fitting that wears out between the spindle shaft and the arm that causes that play and allows the arm to rise up, or is the play I'm seeing normal. Having the passenger wiper arm sticking up above the hood this way has always puzzled me.

It wears into this position. Some have taken a dremel and ground down the shaft to take some of the play out.

If you mean that the arm doesn't seem solidly connected with the shaft, it's fixable.
The shaft is made of a softer metal then the arm. If any stress occurs, like the wiper
being frozen to the windshield, or someone fussing about with the wiper, it can loosen.

If you remove the arm and inspect the splines where it connects, it may be that they're
full of the softer metal from the shaft. If you clear the arm splines with something like
an oil seal pick or similar SPI ( Sharp, Pointed Implement ), you can reseat the arm and
it will dig in with a tighter fit that should be snug. Just be sure to position the arm right
where you want it before you tighten things back down.
