In Oklahoma, until last year, the registration plate (tag) went with the vehicle to the new owner. Starting in 2020, the seller keeps the tag. Apparently, too many people were not transferring the ownership registration after they bought the 'new to them' vehicle. When you transfer title (ownership registration), you also pay taxes on the vehicle. Taxes on a late model vehicle can be hundreds of dollars. When speeding or other infractions were traced by the tag, the old owners would be charged with the infraction.

Those are the MOST ugly volvo wheels ever, and second are the factory ones that come with the 95-97 960. I want my next volvo (p2 v70) to be that color. unfortunately im looking at a silver T5, so blue is not gonna happen.

In NY you can transfer a registration and plate to another car with the Same registrant, but not to a new registrant.

Same here in Kansas. The plate is assigned to the person not the car. After a sell you can transfer your plate to another car you register within 60 days of the date of purchase. You can surrender the plate for a prorated refund. You can use it as a wall hanger. You can use it or to patch a hole in the barn. But no one else can use the plate on a vehicle.

Same here in Oklahoma. That was in effect from like November 2019 I think.

To me almost all steel wheel covers (not hub caps) are ugly no matter how fancy they were made. It's like making a Toyota Prius look like a supercar. You can not polish a turd and say its a rose.
