Need more info... does it turn over? Does the battery have juice?

The battery has juice. Radio, windshield wipers, turn signals and lights come on. Will not turn over. It is not the battery. New Interstate battery.

does the car crank over? When you turn the key does the engine sound like it wants to start, or is there just a clicking noise? If it sounds like it wants to start, then it may be a fuel delivery problem.

Why did you get a new battery? Did the starting problem coincide with the new battery? Provide all the relevant background info you can.

This sounds like what is happening with my wife's 94 850 sedan. Car won't start, won't even crank, but plenty of juice. Don't panic. Try starting the car in neutral (I assume it is an automatic?) or just shift in and out of park a few times and keep trying to start it in park. I am not sure what the problem is but this has allowed us to keep going. I think its related to the fact that we need a new PNP switch as this problem occurs more frequently in the cold or when the car has not been run for a few days.
