Here in California it is ok for one or more monitors to not be complete when taking car to smog. Depends on year model. On my 2000 S70 I had the evap monitor not ready but they said it was ok (according to smog laws) that it wasn't complete.

We had a good thread on this here. It’s an EPA ruling about up to two non-ready monitors, but your state may or may not choose to follow it for inspection.

The old Appendix J has instructions for Smog Techs to bypass the machines on the readiness. This was done to my previously owned 98 S70 T5 in 2014 as I couldn't get the readiness to reset. Below is the latest Reference.

Update on my 1999 NA DENSO equipped V70 Shagg

I just drove around for 20 miles on country roads. No AC, 35-50 mph, no full throttle, smooth and slow on throttle application

Misfire, components, fuel and cat, heated OXS continous, cat continous go ready almost immediately.

Cat amd OXS non- continous took 20 miles

Evap still not set, I have a bit too much fuel in the tank.

What app is that? It looks like it is running on an iPhone… Would be useful. Most of the OBD2 apps that I’ve come across are for android only.

The small OBD dongle is a bit pricy but it travels with me and has paid for itself 5x so far

The non-continuous cat and OXS monitors need overun conditions to set, so the part of the drive cycle where you coast down is important for these.
