If you read some of jimmy57 posts from the past, he states that Volvo uses random colors for wires, and just because it is brown does not mean it is always a ground. If it has 9V to it then can't be a ground unless something else has a hard short to ground.

A disconnected ground lead could easily show
a voltage when measured against a true ground.
It’s all a matter of what it’s connected to on the
other end.
And as far as Volvo using random colors for
different things, that idea may apply to some
things, but it’s very unlikely that they’d use
an established primary power color like
brown for ground for some other application.
The ring connector is another “brown” flag
that this is a ground lead looking for a nice
home on a bolt somewhere. Possibly one of
the grounds for a coil pack harness? Looks
like there are two, 31/88 and 31/89. More
likely that it’s one of the other three ground
points across the front, 31/55, 31/91 or 31/4:
. But as I mentioned before, without knowing
where it comes from, or what it’s sharing it’s
loom with, we’re depending on someone
with a ‘99 or ‘00 to have a look and
show us all the way on this one.
