from the dead I know, but I am trying to understand if mine is working correctly.

In the video I apply vacuum and then release it twice. All I can see is a collar that slides back under vacuum. The flap does not move which is what I expected to see. Anyone know:

1) if this is normal? The vacuum motor holds vacuum and appears to be working properly.
2) If vacuum is applied when the air is cold or hot.

It is a thermal operated flap. Use something like a heat gun (don't get it too close) and see if the flap then moves. That metal part is basically a thermostat like the water version for the engine. AS the engine heats up, the air warms from the exhaust manifold and it closes the valve down so the engine only pulls most air from the outside of the engine bay.

The vacuum actually moves the flap on the air door motor. The pellet regulates the amount of vacuum that is sent to the motor, like a thermostat

Wow, which makes me wonder why there is a thermal vacuum switch in the air box as well. This is a very complicated contraption.

The air box thermal valve is because you want the air temperature in the filter box to be regulated, so it has to be measured inside.

I solved this problem on my '99 NA by replacing the airbox base with one off a turbo car. If it gets too cold, I ain't goin out there. Plus whichever car is the Prime Mover stays inside.
