'89 245 DL: Independent Volvo mechanic near Rochester, NY?

My sister is a student in Rochester, NY, and the throttle valve cable on her '89 245 DL (200k+ miles) went out on her. I live in Wisconsin and my dad is in Minnesota, and neither of us are able to get out to New York to make the repair. Can anyone recommend a reputable independent Volvo mechanic, or at least a good shop that does European work?

There is a shop in Victor, NY called CDI, they know what they are doing, but can be expensive.
