The information helps identify 2 Volvo models that are affected and it is in areas of the US and Puerto Rico where there are hot and humid climates.
They also clarified that Canadian supplied vehicles are not affected in this issue.
Below is the information I was given. Please check if you have one of the models and years affected and use the recall web-page on Volvo's web-site to see if your car is included.
This recalls expands cars for 2004-2009 S60 and 2004-2006 S80's This is in all 50 USA States and Puerto Rico. The recall does not apply for vehicles in Canada. Investigations have identified that the cars involved in this recall might be affected by this issue. We are continuing to perform extensive investigations to determine whether other cars might be at risk. The issue only affects cars from a previous product generation. Cars affected are first generation S60 & S80 cars from model years 2001, 2002 & 2003, in hot & humid climate.

Interesting that the paragraph from Volvo is contradictory or at best unclear about which years and US locations are now affected/covered, which is not a surprise to me really. On this one I'm not going to bother trying to sleuth out the minutiae and/or who said what - just go by the basic, clear guidelines in the NHTSA announcements and most importantly (at least Volvo was clear on this point) use the web page and see which cars are affected.
Our 2006 S60, originally sold in Iowa and only registered in Iowa, is affected by the recall.
Waiting to see regarding our 07 XC70 but presumably it is too.
