Oh but they do... "they" being "someone out there". You can always have wide steelies made from everyday steelies at a local (good) wheel shop if you can't find them new/used/homebrewed.

But to get back to your question, wheel shops not only make wheels wider (or narrower I'm sure), but they also make them larger, like a 16-inch into a 17 or 18-inch wheel.

Over the last few years, I've found that that has gone from a common practice amongst rodders and wheel shops, to very rare. Hard to find a wheel shop who will do this now - maybe lack of demand, maybe liability.
1 - You can either "band" them, meaning the barrel is cut in two halves and then a steel "strap" is fitted (using a lathe set-up) and tack welded and squared up. The band can be on the inside or the outside of the wheel, producing very different offsets.
or 2 - You carefully cut the welds holding the disk or hub to the barrel or rim. You find another rim / barrel / shell with the dimensions you want (it has to fit your disk) and you tack weld the disk in the rim with the offset you want. Companies till make empty steel barrels of different widths and diameters. Many junkyard American wheels can have the exact dimensions you need, you just change the centers.

If you search for banding videos, you might get a couple of guys in an open shed with a dirt floor, working with a lathe or just an old axle / hub and welder.
For my Alfa, I lucked upon a guy selling (cheap!) a widened set an inch and a half wider than stock, made by a well regarded machine shop in NC back in period. They still have the logo stickers inside the wheel. The lips have a few good dings but they seem to be straight.
