I tested other options and it seems that the problem is in Dice...
Vdash was trying to read the car without success; no problem reported...but nothing happened after 10mins of reading
Instead, ELM327 was able to read the VIN and operational values of running engine...from ECM
I wonder whether Dice can be repaired...has anyone wiring diagram of Dice/Teleca green board? I checked my board quicly under microscope but have seen no obvious problem in soldering (some reported unsoldered contacts of the white relay etc). What attracted my attention however are pictures (from aliexpress) of some Dice boards obviously repaired or at least different to my board)...see picture

I had fully the same issue you had. Even more, i had two DiCEs, both having the same issue. So I disassembled them both and realised, that one of them had incorrectly soldered white relay (EE2-4N3) and the other one is not, but relay was quite damaged. So muy suggestion will be to order this relay somewhere or just buy it and resoleder on your board even though it looks fine. Or just unsolder it and testaccording to datasheet. Good luck!

I'm having exactly the same problem with communicating to my CEM, ECM, BCM,etc... Follow the advice from above I have since opened up my dice and found the low signal relay (ee2-4n3) to be a bit suspect. Testing the resistance through the switches varies a lot. Anyway ordered a few replacement hopefully it will be the fix.

I think a similar issue is happening with my DiCE. Some phenomena I've experienced:
1) Always had trouble getting it to read the vehicle/all modules. Dice always lights up (so long as it sits correctly in OBD port) and communication test passes with flying colours. But always had to try multiple times to try and get it to read the VIN. Now it seems like it won't work at all to read the VIN. I originally thought this was maybe a common DiCE clone issue
2) DiCE would often cause a low-speed CANBUS error (Brake failure message while DiCE is connected, or immobilizer message, these messages ONLY would occur while I was using DiCE with the car)
Upon visual inspection the relay looks to have some browning on one side, possibly defective. Going to liven it up tomorrow and run my meter on it and verify the relay. What was your guys ship date who had a failed relay? And did replacing the relay solve your issue?
My dice shipped June 2019. Wonder if we got a bad batch.

It is actually! Just bought a bunch online and soldered it in place, 0 issues at all since then. Probably yes, some bad batch, because i bought it in two different places at different dates and both had this relay issue. The process is really simple and the relay price is cheap

I tested mine. N/C N/O contacts are closed and open as they should be in a powered-off condition. The issue I seem to have is that this relay is not getting any voltage to the coil. Can you confirm when yours is connected to an OBD-II port do you have 5VDC across the coil? I tested both across the coil, and from each leg to ground. There was no voltage anywhere.
This guy ( https://www.drive2.com/l/552079632787046959/ I had to use Google translate ) seems to think this relay is powered on whenever the unit has power. I'm unable to see where the relay coil is fed voltage from, so I'm hoping someone smarter than me chimes in so that I can continue tracing the fault.

The OBDII supplies 12V (Vbatt). To get 5V there would need to be a converter on the board. Find the 12V from the OBD port on the header pins and trace from there. The boards are not all the same. There is more then one company that produced a DiCE clone.
You should post some high restitution pictures of your board.
If you got a color scanner. You might try using it as a camera. Set the scan restitution high and save it in a picture format.
