How did you find that out?
I read on the New Jersey site that cars 1998 are allowed 2 monitors not ready but that coul dbe for other cars.
How would i find out otherwise?
The policy is set by the states , following EPA guidance at their discretion. The NJ DOT website would be definitive here

A simple weak battery orbadatteryvcable(s) causing voltage to drop on cranking, would reset the monitors on restarts

Yeah i checked a little and found that it seems true that California allows the 1998 to be exempt completely but New Jersey is a stickler for stuff like this so they wont let it go that far. It's funny too cause CA is very smog aware.

Oh so he ran it on the 'rollers', i am wondering if they require some toque to turn i bet they do, or may be controllable to some degree as to the amount of torque they require to turn. If they dont require any torque than jacking should work too i guess.
Do you have same year car (1998 v70) ?

The problem with this car is it takes several startup and shutdown cycles to get the monitors to flip to ready. Usually i just drive around in my usual routine of going to the store and a few other places and the go ready. That takes about a month or two i think. This time i am a little pressed for time because inspection is due end of month.
My monitors will fully set on a 20 min drive to work everyday. No paying attention to any of the drive cycles.

Clarification, they don’t reset every time you drive the car. They go ready and then monitor the emission systems every time you drive the car. You need them in the ready condition to pass emission inspection so that the inspector knows they are working, have scanned the systems , and found no faults.

Ny follows the EPA guidelines, I have passed some of my 99s with Evap not ready. Not all states follow the EPA guidelines.

Just try. Put the car on blocks and run the drive cycle. If it works it works.

I guess i was wondering if someone already knew because i guess i would have to buy jack stands to try it.
Also i'd have to find out how to use jack stands on this car not sure because this car is weird even for jacking up.

Drive the cycle then, it works. The hardest part is finding a stretch of road to be on. Oh, and to remember to start with a cold engine.

Well you ready for this...
My neighbor took the car out to get gas, and the damn gas cap was missing !!!
The guy who repaired the car for $2800 didnt have the gas cap on when he was driving it.
We went to Auto Zone to get a new cap (it's close by).
The new cap has a stretchy thing connected to it you screw to the gas door. That keeps it with the car even when the cap is off.

I cant believe what a jerk.
