I think the 5 mph bumper rule came in the 1974 model year, I don’t see a single bumper like that?

That white Cutlass with the nice back end was the last hurrah before the '74 bumper regulation. Only a handful of those bumpers in that pic, which makes me think it's '74 or '75.
