I usually wire wheel hardware on a wire wheel. Unfortunately that will strip off the zinc coating on OEM bolts, so it's wise to use a light touch on a bolt that's mostly clean, especially the heads, since they're exposed on the car.

I also use Evaporust and a CRC equivalent (recently CRC bought Evaporust) which is a rust remover that uses chelation. It's expensive and while it can be "re-used" I've found that it really only works twice before its worn out. It does do a good job, Though. I usually let the stuff dry without rinsing. It will remove black oxide coatings.

When reassembling, I will typically use anti-seize or thread locker. If I'm torquing to spec, I usually go about 20% under with anti-seize.
