Vida 2014D problems

Ive reinstalled vida 4 times now compleatly no luck.
windows 10 pro 64 bit.
Added the reg settings from install\util directory, no luck.
patch seems succesfull.
If I look at sql enterys with the sql setup tool, all are blank, says none.

Under Communication Tool, is empty/blank not even a box to try.
when i do and try to manually enter a car i get a local host diagnostic not allowed error.
Dice does not show up when pluged into usb and on power supply and not pluged into car. (factory dice)
firmware light flashing green and no other lights. am able to see dice to check firmware version and is current.
My memory says i should be able to us vida with out dice connected.

Any and help please!

.net framework 3.5 installed?
It will not work with .net framework 4.X ..

.net 3.5 and 4x tryed removing 4x still same problems.
Does dice box need to be connected to a volvo to setup or will any car work. I seeem to remember dice could read generic obd2.
