1999 V70 Oblong holes on wheels
Is it okay to use with with oblong holes?

I'm assuming you mean uni-lug rims that are designed with oblong holes. I have my doubts since our Volvos use lug bolts, and not lug nuts. The lugnuts used on uni-lug rims are a shank design and use oblong washers. Our Volvo lug bolts are tapered, and would not be suitable for a washer underneath. I have no idea if the proper lug bolts for a uni-lug rim is something that's made.

I would strongly recommend against suing these on any vehicle. They look like someone has modified them, probably as they have a vehicle with a different stud pattern to make the fit. That is the dumbest and dangerous thing I have ever seen!

Oh wow, there was no picture when I replied..... that is not uni-lug. That does look modified (poorly). Look for new rims.

I think they have been run loose and have hollowed out. If the lugs tighten to 100 ft lbs I might use them in the back but would not use them on the front

I veto using them if they do not have good, uniform, round holes on the front side that the lug bolt can fit tight. Over size and out of round bolt pattern will not center well on the hub, places bending stress on the bolts, and may work loose. I don't trust them for anything.

Precisely this is my guess. I had something similar happen when a certain large lube chain neglected to torque my bolts sufficiently but insisted the torque sticks are sufficient for yield. They are, if it's their mother's car, but not if it's your car. Suffice it to say they now check each wheel with a legitimate torque wrench and often find that the torque sticks for whatever reason aren't doing the job. Maybe they're cheap ones, maybe worn out, maybe they're oil fouled, I don't know...

Could be okay? Prop the wheel off the ground with two chairs flat on the tires face up. Take the nuts or bolts and insert into each hole. Turn the nut or bolt and see if it spins freely without shifting side to side. Also, use a flash light from the front to check if you see uneven gaps on the back side. If the nut or bolt spin on center you maybe fine.
The nut or bolt puts pressure on the wheel and the center bore is what carries the horizontal loading and keeps the wheel center. Even if one of the nut or bolt is slightly off, if you evenly tighten the other ones, the one that is slightly off will create some uneven pressure on wheel but not enough to warp or create a balancing issue. Of course this is without seeing it firsthand so you have make an educated guess where all the parameters are at. Worst case take it to the local tire shop and see what they think.

The problem is very few of these people have had a good physics class, understood the material and then are able to apply it. You can't torque each nut individually to 100 ft lb. It needs to be applied gradually and evenly. By the time the last one is on, the first would be over-tightened. If the torque stick is working the torque wrench will checkout but the question is how over tighten are the first one or two? If they are not using the star pattern the torque is more uneven.
