Since taking off the timing belt, I replaced the water pump, removed the oil pump and after cleaning up the part, put on a new seal, o- ring, and gasket. Cleaned up the bolts and installed the oil pump ( cover). Then put on the inner pulley, fed the timing belt through, then installed the crank pulley. Tried to tighten the bolts as best as I could without the crank moving and did the same with the nut to the crank shaft with a cordless impact wrench. Then installed the tensioner and idler. Torque everything in place, except for the tensioner. I set the tensioner and then tightened the bolt.
I made the adjustment to the rear camshaft sprocket and torqued those bolts down. All the marks are almost spot on!! But, when I went to perform the two revolutions of the crank, I could only make a quarter of a turn. Not sure what needs to be adjusted, but am unable to make the two revolutions of the crank. Maybe the nut to the crank was put on too tight!?! The crank did move a few times as I was removing and installing the oil pump but I tried to put it back in place always moving it clockwise. What did I do wrong?

I removed the spark plugs but the crank pulley still does not want to move!

Ok, someone else is going to have to confirm, but I think your crank timing mark lines up twice per engine revolution. If that is the case, then maybe you're off by 180* ( compression vs exhaust ). You would just need to take off the belt, and rotate the crank till the mark goes around and lines up again. But again, I'm not 100% sure.
^ Ignore this. I don't know what I was thinking. Mark isn't TDC, and exhaust would happen when the mark is not visible. One revolution, not two.

I managed to get things moving, but when I line up the crank pulley, the marks on the camshafts are way off. I have turned the crank 5 or6 times but nothing seems to change.
How do I correct this?

The exhaust cam is off by 3.5 teeth, the intake is off 1 tooth.

Should I take the belt off again and adjust both cam sprockets by:
Loosening the bolts and moving the sprocket?
Or take sprockets off and line up the marks with the timing belt cover?
