Trying to figure out what is happening, and how to fix the issue.
Recently, my car has no Air Conditioning, nothing blowing out of the vents, hot or cold.
A blower is constantly on at high speed when the car is turned on. The slide which controls the blower speed does not work etc.
I was looking up a few things and removed the fuse #5 which is described as "ECC Blower (Speed 4) and this shut off the blower from constantly being on. Thank goodness, cause having to drive with this activated all the time was not pleasant.
If someone can assist as to what is going on with my car and why pulling this fuse stops the issue. I would like the a/c to start running and at least get some air going through the vents. Any help would be greatly appreciated =)
Also, is it dangerous to be driving and have the car turned on with this fuse being removed?
One other thing to note. The blower is only activated when the car is running.
Could this issue also result in any random electrical issues with the car not wanting to start? I have had an issue where the mechanics could not figure out why the car would not turn over on random occasions. Turning the key made no sound, nothing. During this time however this issue was not present.

The blower speed is controlled by modulated current from the transistor pack that lives down in the climate unit. It’s either that or the ECC control unit that has shuffled off its mortal coil, to quote Shakespeare.
You can look for codes on ECC with the Underhood portal and the LED tool, too.

It's a 96 so I don't believe it has the underhood fault finder box, they got an OBD1 type connector under the coin storage as far as I recall in the center console.
!1 with Abscate on the single speed points to the control what has become known as the 'resistor pack', in the pipe from the cabin fan motor to the rest of the heating system.
There may be more than one fault. I always recommend taking time to remove and clean the 2 cabin sensors in under the 2 roof mounted grab handles above the front doors. Owners seldom/never clean these which causes temp sensing issues for the ECC unit.

Just to clarify which system you have,
Are there 4 speeds for the blower ( MCC ),
or a continuously variable slider? ( ECC )
