1986 240DL - overdrive? HELP!!!!!

When the orange arrow is on, is the overdrive engaged or disengaged?

Also, I think I can hear the relay click when I push the button, but the RPM's stay the same. How does this whole overdrive thing work on these? I am a newbie to Volvo's.

Also, there is a red-colored toggle switch above the headlight switch. What is it supposed to do? Doesn't seem to do anything.

The red colored toggle switch is for the rear fog-light, giving extra power to the back light. This is maybe not connected in USA.

The red arrow indicates that overdrive is off. You can notice this more at high speeds. Mine would kick out by itself which is very noticeable at high speeds.
