These are nasty when they get stuck. The two places where I have run into brass inserts in plastic where the bolt seizes in tight enough to spin the insert are the headlight assemblies and the Denso MAF on NA cars

Dremel is the solution

Just break the housing apart and then you'll have enough room to get something in there on that threaded insert.
