You can take a visit to Mike's Volvo clinic in queens, and after a quick google search for his number you can find out how busy he is. He tends to say he's free after 5pm and he'll give you a free check. At least, I never had to pay for a OBD or water leak check. Doesn't care if you bring your own parts.

There's another guy in North Nassau. I'm not sure about his policy's, but not a bad guy. Tends to be stubborn for Volvo only parts, and doesn't like you getting parts.
