If there is just never any fuel pressure, and the pump sounds funny, I'd be considering

- clogged fuel filter (take it out and test it with compressed air, and/or swap in a new one).
- pump is not producing any pressure, even though it sort of sounds right

Try putting a voltmeter on the pump, to see if proper voltage gets to it? To help test your fuel relay idea.
