Ridiculously low asking price…
Body and interior looks almost pristine, and it has 164k miles. Owner says it has a P0607, and will not start. Says it just clicks and was told there might be a battery cable issue.
I have a V70 2.4T with 300,000 miles, and ViDA, so Volvos are not new to me, but I’ve not done anything with an XC90.
What should I look for/be concerned about?

One forum says 11 codes to the P0607 and this UK forum lists those. Since it clicks it could be just the battery while another forum said crack coils. Could be a number of things so need to check with ViDA.

You know that old saying that there's no dog as expensive as a free puppy? It might apply here.
As you're thinking about an XC90 with 150k+, consider:
1) Everything to get it to Stage 1. Oil, transmission, brake, and power steering fluid and appropriate filters in an ideal case. Maybe brake rotors and pads. The minimum ante if you do it all yourself is probably $500, but easily more.
2) Anything else that might be wrong with it. Check the lower control arm bushings, which aren't cheap to replace, and tend to go bad at about that age.
3) The full 150k service is ~$700 in parts if you DIY and everything goes well, $2500 at an indy shop, and $3000+ at a dealer.
4) Whatever is going on with this code.
Point is that I wouldn't even consider it unless you're willing to toss some combination of significant time and money at it to put it right.

IMHO you need to want the DIY challenge, the challenge of spotting and buying a good sample, and have $1-3k, to get into first-gen XC90 Volvos.
