2000 v70 - pin 6 voltage of etm isnt right

2000 v70 - pin 6 voltage of etm isnt right

Someone said voltage should be like 11 to 14 volts i believe it was but i only get 2.7v.... thats with key on engine off pin 6 of the etm connector that comes from the car side... what could be causing this?
