Spare wheel loose but screwed in tight. 2014 XC90 R-Design

Checked tightness from above and very tight. Tried tightening the nut below and is it very tight. However the spare wheel/tire is loose and wobbles around and can be heard over bumps making noise. Is there a missing bushing or spacer needed where the bracket touches the spare wheel center? Is there a workaround?

Have you checked the tire pressure? Read the tire as it’s higher than the regular tires. Especially when it gets colder, the tire pressure will drop and the spare will move.
