Got some bad fuel, of course it was15 gallons worth of the bad stuff, very hard to start, pulled the fuel filter and yellow orange fuel came out (no diesel smell) that seemed to almost want to bead like water. Installed new filter, burnt most of the remaining fuel out of the tank, Its now been diluted by about 21 gallons of good fuel (6 gallon dilution and then a 15 gallon dilution). would only occasionally throw a code, an occasional misfire on #1. fuel rail pressure is about 58 psi per volvo specific code reader while running.
Engine will start, and then die when you try to put it in gear, bogs until rpm reaches 2500+ rpm if and when you can get it to rev that high. Takes about 5 minutes of constant restarting to get engine to run. Once it get hot it appears to run normal, but down on power. have made 50 mile trips.

Ran a half of a tank of gas with 500mL of liqui moly pro-line gas system cleaner, still got 3/8 of a tank left to burn through, starts up easily most times now, still down on power somewhat. hope that improves

It can take a bit to get stuff like water out of the system if that is what your car ingested. It sounds like your car may have got a bunch of rusty water and debris with it which would hopefully explain the color.
Further remedy you might want to consider are:
1) Change the fuel filter, even if you just did that. You may have to do this more than once.
2) Try adding some fuel stabilizer. That may help to absorb any water and help it pass through the system.
Fuel system cleaner may help, however, sometimes it can be a detriment as it cleans all the carbon off the pistons and rings, which is a good thing normally, but on older high mileage engines that carbon can also help maintain compression. If that is the case it may take a while to build that back up.
If the particles are small enough, they could cause issues with the injectors as mention above. I have not looked closely at a P2 injector, but my P80 ones have a fine filter in the top which is replaceable. You may have to have the injectors cleaned professionally if things do not improve over the next month or so.\

I would like to add slightly more involved aproach. If you are concerned that you have large amount of water in your tank-better get rid of it fast before your fuel system will suffer more damage. I would open the gas tank and inspect if you have water on a bottom. Get yourself 2 new gaskets and a special tank ring tool. Make sure tank is less than 50%full or you will gave spillage.(remove rear seat cushion, vacuum all the dirt around access points, remove 3 screw of the access lids, vaccum around ring and sender/fuel pump assemblies, compressed air works great as well to get all the dust away, remove ring, remove assembly, inspect inside, suction out all gasoline especially if shows water on a bottom, reassemble with new gaskets). Replace fuel filter. New Bosch fuel injectors are around 300 for 5, so it makes little sense to pay for professional cleaning(doubt it would cost less than $25 per injector). One can possibly buy a bottle of injector cleaner fluid(wynns or similar), repair kit for injector(seals, filters), replace filters in injectors, get yourslef ultrasonic cleaner and fill with wynns. Submerge injectors into the fluid so lower part is in fluid and upper half is above. Connect simple pulse generator to injector and start cycling(open/close), turn the basin on for 30 min. Should be clean. Remove and replace seals. Instal into car.(once again. You will be down 150-180, so 300 makes better sense and no hassle).
