Last PCV service and new parts at 190k
The latex glove does not inflate, nor does it suck back into the oil filler. I tried this with a few new gloves and even sealed them with a rubber band.
I'm used to seeing it either inflate (needs service) or see negative pressure, but never just sit there.
Is a PCV service needed? Other checks?

Service probably needed - if it’s not sucking the glove in, you probably have a leak in the system somewhere. If it wasn’t done using Genuine parts last time, it’s highly likely one or more hoses have disintegrated or cracked and need to be replaced.
Before you start ripping the manifold off to do PCV, check for vacuum leaks or cracked/old lines in both the PCV and intake system.
Oh, and if you do it, genuine Volvo only for parts! The aftermarket crap rarely lasts a year in my experience.

I performed the last PCV service using all genuine Volvo parts where I could. The only one I could not replace was the 2-line assembly running under the injector rail. I cleaned that one out and had to find a replacement elbow to connect into the left side of the intake manifold. All the rubber vacuum lines were replaced about the same time using Volvo line.
I could not find any leaks before making my original post, but I suspect that may be the most likely culprit given the PCV was done such a short time ago.
If that's the case, finding and fixing the leak should restore PCV operation. But we'll see.
