Low Headlights - 2005 Volvo S80

Hi all, trying to figure out why my bi-xenon headlights are aimed so low on my 2005 S80 AWD. When I turn the car on, the low beams don't "dance around" or auto adjust anything. I thought they did when I first got the car a year ago but could be mistaken. (Barely drove it since.)

The bulbs are inserted the right way up. The height position sensor linkage is not broken.

I disconnected / reconnected battery.

I don't have any error messages and don't have Vida.

I adjusted the lights as high as possible using the manual adjustment under the hood.

No accidents or body damage.

Also, is this something a dealer can calibrate? I do not have 4C suspension and got conflicting info online.

What should my next step be?

Disconnect the adjustment arm and manually move it to see how much difference is there in range compared with manual adjustment with motor arm attached.
