You don't "pour in the freon", it is a gas and comes in pressurised cans.

This may work once but your Evaporator is probably shot or at best going south slowly.
EVERY SINGLE ONE OF THESE (Volvos) from 1994 -2000 need the evaps to be replaced at least once in their lifetime (they rot out)

These cars take EXACTLY 1.65 lbs, you add more and you mess up the system, you add less and it still won't cool properly.
If you believe that it's compleltely hot and empty, you need to be as close as possible to 1.65 lbs.
That being said, if it's completely empty you're probably wasting your time as it will leak out again and pretty quickly, (couple of days)!
If it went out that fast in a week you need to check the system. Is the compressor working, etc?

Yes the fan is coming on....it's just I just bought this car used and it's a 1999 so I know it probably hasn't been filled in a while....

You don't "top it off", you shouldn't have do this on ANY CAR if it's in good condition.
As said, these cars usually require a new evaporator every 5 to 8 years. Have it filled PROPERLY and see how long it holds, it may hold (for a while) for months.
One of my cars needs an evaporator but one fill is good for a year so I have time.
Clean the entire (AC air intake) system out with a bleach and water solution to rid it of mildew, change the cabin filter ASAP, fill it with the EXACT amount of freon (1.65 lbs after removing any that's left in there) and see how your car reacts

I've owned my 1995 850 for 5 years now. It was in the family since new. When given to me 5 years ago it had to be refilled. Once a year in the summer I would refill it with a can of 134a, I would add enough to the top end of the green/yellow line on the gauge. This would prevent the compressor from clicking on and off.
Two years ago I replaced the receiver/dryer, it was rusted out. It was filled again and again, until finally a few weeks ago it finally won't hold a charge.
I guess what I'm saying is, fill it up, I wouldn't worry too much about getting an "exact 1.65 lbs" in the system personally. JRL is right, if you want to do it the correct way follow his advice! However shotgun filling it worked for 5 years in my case, however changing out the evap is next year's spring project. Can't wait!!
