No heat in Vermont from 2003 xc70

Good day all.
I purchased a 2003 XC70 in July. It came with many problems that appeared almost instantly and I've been continuing to fix these whilst driving the car.
One of the first ones was intermittent instrument cluster. The fuel gauge etc would just go dark randomly. I had another Volvo 2004 V70 at home so I pulled the instrument cluster out of that and just did a straight swap. This fix that problem but it might have caused others. As it got close to Winter I thought I better test the heating and found that there wasn't really hot air the AC works really well. So I started to troubleshoot in September. I flush the heater core. I replace the blower fan resistor. Before replacing the blower fan resistor the blower fan wouldn't work for the heat only for the AC. Anyway. Yesterday I tried another CCM and that didn't fix the problem either. This is exactly what happens when I try to use the heater. With the blower fan down to zero you can feel hot air seeping through the vents. As soon as I turn the blower fan on you can hear the blend door and the passenger side move. Then the air becomes luke warm at best. I think what has happened is that my changing the instrument cluster screwed things up here. Because it doesn't appear to be the CCM the heater core , coolant or thermostat. I really need heat it's the car is freezing and I do a lot of driving. I'm wrapping myself in blankets etc whilst driving around. It really does suck. My next phase will be to look at the blend door that I hear moving and try to either disconnect it with that door in the right position for hot for the winter. But I'm posting here and the hope that somebody might understand what might be going on. It's pretty serious issue because well I have a six-year-old daughter and a drive around a lot. We're okay but it is very cold here. Thanks for reading

First step is to run CCM calibration. Need DiCE/VIDA to do so. The bad actuator will fail the max 40 steps inconsistency test. In this example it is the one with 4095 steps counted.

Next you need to take the faulty actuator out and put a new one.

Actuators come with two types of output sprockets. Air distribution and recirculation have longer shaft, the rest have shorter. Your new actuator will come with short one. It is possible to open it and replace the sprocket, if needed.

New actuator will have a different LIN bus ID. Need to run the identification routine in VIDA.

Then run the calibration.

Don't need to remove the dashboard to replace any of them, the driver side one can be tricky. But still doable. Here a bunch of reference pictures with dashboard removed.

Apparently do it in a warm garage or you risking breaking the plastic. At least heat the cabin up real warm and blow some hot air at the actuator just before replacing it.

Because I hear that blend door move as soon as I turn the fan up. Sometimes the blend door won't move until the 3rd notch or setting on the CCM. But once it moves then it allows the cold air to come through. I'm just wondering if I can have it on the hot setting and unplug it and hope that it just brings in the hot air. Because it looks like on the passenger side actuator this would be where it feeds all the other vents

If possible I'd like to cheat here and do it for free because I've spent money I've been freezing my tits off and I'm pretty sick of having my car in pieces. I still have the glove box out and some of the trim out around the actuator

Is it driver side freezing or both sides?

Both sides. But both sides are hot when I don't have the fan on. Once I turn the fan on I only hear the passenger actuator but both sides go cool
