Rough, rhythmic idle; low engine power; hard starts; bouncing tach; limp mode - on my 1994 965

bit of a noob here, first time encountering these symptoms—can anyone point me towards the likely culprit(s)?

started my volvo up to head home tonight, not the first time i’d started/driven it today (had only parked it about an hour and a half prior). immediately, noticed it was idling really rough, and in this sort of rhythmic, pulsing way. the tach gauge was also bouncing slightly, in sync with the “pulsing”. i let it idle for a bit to see if it would get steady on its own, but it did not. testing the gas pedal while in park, i notice that it almost felt like… nothing. basically felt like i wasn’t revving the engine at all, and i don’t think it was moving the tach either. if i tried giving it more gas it did feel like it was giving it some kick albeit weak, so i figured i had to get it home one way or another so i put it in drive to exit the parking lot. i coasted maybe 100 feet before all the dash lights came on and the gas pedal entirely lost power, as if it was just in neutral or limp mode. pushed it back into a parking lot, turned it off, and turned it back on. at first, nothing changed, all the dash lights were still on and generally it was acting no different. turned off and back on again, and this time it started up normally, no dash lights, no the weird pulsating idle, no spongy weak gas pedal, just seemed normal.
anyone encountered this before or know what could cause this? could it be a fuel pump thing, maybe a vacuum leak? i have had to replace cracked vacuum lines in the past, so that seems like a possibility? unfortunately it was already dark out, so i won’t be able to get a good look under the hood until morning.
tried to get the tach bouncing and weird idling sound on video, see attached.

How old is the battery? Do you have a multimeter to check volts when off, and when on?

Look around for loose battery cable, corroded battery cable, or loose ground.

These out of the blue type problems always make me think electrical.

Other than that, low fuel? Maybe it picked up water/sludge from the gas tank.

+1 on what Matt suggests. Battery and grounds. Next would be a worn ignition. Can't recall what they are like on the 940/960 is they are similar to the P80 FWD/AWD cars and have a separate electrical portion. Just checked. They do:
