1998 V70 AWD 78k miles

Hey all. The OBD II is giving the "Not Ready" buzz. I have driven more then 75 miles , I pretty much have done the driving instructions, my check engine light is not on but does work. I'm not seeing any other past posts that go beyond those things to look at. Other posts have said if anything is disconnected the check engine light would be on. I have also replaced battery because I was told it was weak. The emissions test listed these things
1.catalyst
2.evaporative sys.
3.O2 sensor
4. O2 sensor heater.
Emissions person said that is what they look for and their tester can't read them, not that their bad. I have a code reader generic type and it just says not ready but does not tell what is not ready. Is there any tests I could do or voltage measurements to take to trace out the problem? The generic scanner is reading gas milage ,engine type,fuel level,trip,rpm, and some other stuff so I know it is reading something.

You probably really do have a part(s) that needs attention/replacement and you really have to have VOLVO read your codes.
You're going to be throwing expensive parts at it until you hit the right one and their tool can pinpoint it closer...

Yeah I'm kinda bummed I really want to avoid the dealership just because they like to rack up that bill. It seems like a lot of people get this but I still haven't read about an issue being solved or how it was solved. I guess the good thing is emissions said if they can't read it they can give me the test the old fashion way, but I would like to have it operational.

Which scanner is that . I have a ScangaugeII. I guess I can have VOLVO read the OBD II (per JRL) and then just fix it myself. I would like to be the one that posts how this problem was solved for my situation. I would also say I'm well over 75 miles now. Probably like 200+ miles in.

I have a Equus 3100 Innova Diagnostic Code Reader with Memory Backup for OBDII (Post-1996) Vehicles, stays right in my glove box.
The code I'm still chasing is a P0440 evap problem. The first time I reset the system it took weeks to come up, to the point I ended up calling 3 volvo dealers and a local import auto speciality shop with my concern. They all told me the same thing: you have to drive the drive cycle or keep driving it and the monitors will come up. If they don't you may have a problem that's keeping them them down.
While I was researching this I discovered this is a common issue for certain model year volvos.
After spending a lot of money to have the evap problem fixed I ended up with a new gas tank cap and a code that continues to be thrown.

The '96-98s were really, really bad about setting readiness monitors. In CA, two 'not ready' incidents sufficient mileage apart is enough for them to tailpipe test the car. It's been my experience with '98s that it can take up to 300 miles to set readiness for catalyst and EVAP. Thanks everyone. I'm just gonna keep at it. I guess check back to see if it comes around. I have till Nov. 15th to get it working or emissions will tailpipe me. We'll see what happens. I'll do the driving test again this weekend and really put some miles on. Off to a new topic.

My 96' continues to not connect with my Innova 3100a reader, do the 96's run a protocol that the reader doesn't recognize?? I don't believe there is anything wrong with the port as the reader powers up on connection.
Is it worth pulling the battery cables for 15mins to reset ECU and see what happens....
