I am looking to buy a used 2006 S60, but the miles seem a little low (17k). Is there any way that a dealer, or a mechanic, can verify the mileage? I thought that there was a chip or something in the computer that might tell.

Odometer fraud is very, very difficult on these cars, due to the fact that a software download and replacement of the entire instrument cluster ($1,000+) would be needed to do it. My 06 R has 19K miles, 3 years old this week!
I'll be happy to get you one, I guarantee it will be (much) cheaper than the one you're looking at!
I can even buy you one in Fl (Orlando) so no transportation would be necessary.

You can't really clock a modern Volvo, (who the heck would want to anyway) unless you had complete access to the code, which only a handfull of people do.
Even the tuners only have access to that portion of the CPU.
Only a Volvo dealer could theoretically do this with HELP FROM THE FACTORY with one off software for THAT VIN that they (factory) would send them, (which happens when a speedo cluster needs to be replaced).
Go buy your car, I hope you don't pay too much for it.
If it's a perfect car (and I emphasize PERFECT), you should not be paying more than 16,500 or so for an 06 S60 2.5T.
(Oh and yes the mileage can be verified if you really doubt it)

There are many with mileage in the low 20's that are available, every week, with maybe one or two a week with mileage in the 'teens.
I would worry more that the car has been damaged and THAT any body shop can verify if it has or has not.
