I just inspected my 92 B230 F engine timning belt and decided not to replace it. I disconnected the coil wire while spinning the cam pulley and thus the belt for on-car inspection. I reconnected the coil wire and the engine will not start, though it coughs like it wants to. Did I cause the belt-cam to jump time by spinning them on the car?

Welcome to Matthew's Volvo Site.
Check the timing marks to see if it has jumped.
Was it the high tension coil wire you removed? Has it seated properly when you reconnected it? You may have damaged it if it is old.
Bill.
If you only rotated the engine without releasing the tension on the timing belt the belt should not have jumped on the cam. If it has then the belt does need to be replaced because that would indicate that it is stretched.spinning the cam pulley and thus the belt for on-car inspection
