Rule number 1: never let your boyfriend drive your car.
Ok, so I forgot that one and let him, after it snowed & piece of ice was stuck on the windshield. He let the drivers side wiper and the ice fight it out. The ice won.
My passenger side wiper still works. The drivers side wont move up or down, but acts like it wants to. How do I fix this?

You have to look at the mechanics for the windscreen wipers. Probably some arm is broken or loose. To check this, it is a rather heavy job. You have to take the cover plate away, the one with the air intake between the hood and windscreen. Of cource you will have to take the windscreen wiper arms away and loosen the cover plate. Two of the screews will be fond when you open the doors, other ones are more easy to see. You will also have to loosen the screew for the ground connection attached to the motorhead. Under the cover plate, you will find the windscreen wiper mechanism and motor and will probably see the problem. It is a little bit tricky to put the cover plate back and succeed in getting the rubber sealing close to the bottom of the windscreen.

Actually the fix may be very simple.
Volvo uses a tapered spline and a nut to hold the wiper arm on, if the nut loosens a little, the shaft will turn but the arm will not.
Just try tightening the nut on the spindle connecting the wiper arm, your troubles may be fixed.
