V70GLT 2000 Heater blows cold - Center vents only

V70GLT 2000 Heater blows cold - Center vents only

2000 V70 GLT
160k miles

A/C Works great
Heat works great out of all vents EXCEPT the top center vents above the stereo. All I get out of those is cold (outside temp) air. They blow as much air as the other vents (fan is working), just cold instead of hot. In the summer, the A/C would blow cold out of these two vents.
I read through the repair database and didn't find this one, specifically. Where should I start?

My 850 does the same thing.

There is a roller labeled "airmix" It mixes outside air into those 2 vents. you're supposed to be able to stop that, but no matter what I do, mine still blows cold outside air through those.

I just shut those 2 vents off.
