how to read a vin #

Hello i m still looking for That Volvo "
and have decided to go after an v70 98-00
how cam i read a vin #
for example this one? YV1LW61JXY2724178
i would want to get a Turbo maybe a T 5 if is can as i heard the regular V70 have no power

V70 2435cm3, 20v ,125kw=170hp
I wouldn't tell that it have no power!
It's just a little weaker than turbo models!
V70 with engine with 10 valves have no power,but i think that this model is very rare in u.s.
