740Gl 1989 Puzzling Black Panel

I need help identifying the black panel on my volvo in the attatched photos. The picture is taken on the drivers side. Water leaks into my car whenever I wash it or whenever it rains. I have pin pointed the problem to this black panel. I would like to know what it is called and if I can seal it off with silicon without damaging my beloved car. Thanks

Believe it or not but Volvo call it............a black or blue or grey or beige panel depending on the interior colour. In fact it is an access panel to assist with wiring repairs.

The gap between the inner and outer wings is a large drainage channel.

Many years ago I had the same problem and went to a dealer who told me that there should be a thick polythene sheet attached to the other side of the hole, similar to the setup inside the doors, to stop the water coming through. This should be fastened at the top and two sides with mastic tape. I replaced the polythene and had no more water ingress.
