1990 740 turbo too rich

I have tried everything replaced 02 sensor, replaced fpr, fpr pumps out about a gal in a min time from return line normal it runs great but I can not get it to go leaner to pass smog. unplugged the 02 sensor reads about .06 I guess its normal. funny thing is it runs smooth excellerates fine but way too rich with 02 plugged in I get a reading of steady 8 and 9 I have even made several vacum leaks and still no change. I have tried different 02 sensors and fpr from good running cars. still nothing. Terminal 13 and 5 on the ecu reads .5 which it should. please help mail me back at [email protected] I need to smog tomorrow Mon. so I can do registration Tues. Thanks Chuck
