If it's a 2000, then you should still be under warranty right? Almost no doubt that is an ETM issue which will be covered (they better!).

That's actually a possibility too. I can't seem to find the thread, but there was a post about the temp sensor causing some bad engine problems similar to this.
While I think it's still possible the ETM could be on its way out, if it's at the point of relentless surging, wouldn't the ETS light go on?

The ETM is still under warranty.
I figured they would make me jump through some hoops; replace the PVC system, etc... first. I was trying to do as much of that as I could before I took it there, but the car has become an accident waiting to happen.
So much for reliability
I called Volvo directly about the dealer stating they would charge me for the ETM cleaning, dealer said they would have to do that first and charge me $250 + $100 diag fee, and Volvo said that would all be taken care of by them. I don't have to pay them a cent if the ETM is the issue. But, back to the issue in the last paragraph.
I'll see how it turns out.
I plan on driving this car over 1k miles in 2 weeks. I have to get it fixed.

I'm pretty sure if the temp sensor is giving a crazy signal, the fuel/air mixture is going to be crazy as well, going from lean to rich, lean, rich, possibly causing the surging similar to MAF or ETM problem.

Dealer just called...
The positive line, coming from the bat, is getting *very* hot, it will burn your skin if you touch it. They read the line at 117volts, think that's the value he stated, so there is a lot of resistance in the line.
They are going to replace both positives and the negative lines.
Good news:
They swept the ETM and said it came back perfect. This could be the cause of the surging/idling (ECM not getting enough power to it)
Bad News:
Replacing these cables is $630, and it's not a guarantee that it will fix the original problem. This *must* be fixed before it burns out other electrical components, I.E. ECM, and before they can move on to test other parts of the system.

If he told you 117 volts he's feeding you a line of BS. There's no way there could be that much voltage - your whole electric system would be fried and your car probably would have started on fire.

I might not have been 117, but it was definitely 100 and ended in 7. Maybe 107?
I agree that's really high as well. The dealer knows best, right? *shrugs*
