My tail lights will not turn off when the ignition is turned off.

Welcome to MVS.
This is a tough one- you either have a short in the wiring to the tail lights or if it's the brake light, you need to make an adjustment at the brake pedal as it appears that the brake switch continues to make contact even after you release the brake pedal.
