idle fluctuates

Hi, I have a 99 v70 with 143,000 miles and here in the past week or so the engine speed fluctuates from normal idle down to about 100 rpm less than normal when idling in gear. it's a constant up and down fluctuation on the rpm gage about a second or so between. It does not do this if it's park or neutral. also i noticed it starts to loose power between 15-20 miles per hour then return back to normal when i gain some speed. Is this the EMT or the MAF sensor? I cleaned the MAF sensor to no avail...also unplugged it and started the car and put it in gear and got the same rpm fluctuation as before.

Futher note: my abs and brake lights go on and off intermittently and has been for about the past three weeks. I realize i probably need a new abs module or fix the one i have...but this wouldnt cause the engine idle to fluctuate and act like it's losing power i dont think.

it was bad plugs
