It sounds like electronic throttle body death. That happening is eventual on most all of the 99 to '01 cars. It's about a $1000 fix if you guy the whole route through the dealer. What you can do if you want to save money is this:

1. Go to the Volvospeed Forums
2. Once there, PM a guy by the username of MTPOCKITS. He works at a dealership and gets parts at cost. He should be able to sale the new ETM for $300.
3. You can install the throttle body yourself. It's a piece of cake and can be done with the use of common handtools. Should be held in by 4 10mm bolts.
4. Once you do that, you'll need to have software uploaded to the throttle body by the dealer. So, call a tow truck and have the car towed to the dealer. Should cost $80 at very most for the tow truck.
5. Tell the dealer that you need them to upload new software to the throttle body. This should cost a MAXIMUM of $150. If they try to charge you more, argue.
6. You can now drive the car home fixed for half the price it would've cost had you gone entirely through the dealer.
